1-Valve room door : to open the door, key is in red chest.

2-Fence electric switch : you need a key-card and a key to de-energize the fence. key is Wall picture area but you need a fishing rod and the magnet to reach the key.
When fence is de-energized go to electric box near locker room and use the last wrench to unlock the fence door.

3-Electric room door :  will open after completed valve game in door 1.
